No, on 1 April  2008 the new Consular Fee Table was introduced.  Passport fees have been frozen across the board.  However, in order to keep costs down, from 1 April no refunds will be issued for unsuccessful or fraudulent passport applications, or for any applications which you ask to be withdrawn before they are completed.
